I have an Si-45 unit. The cell needs replacing but I have reduced the size of the pool from 35,000 gals to 22,000 gals. Is it possible to replace the original cell with an Si-30 replacement ?

Technically you could, but a larger capacity cell is almost always preferred. It is a better value and provides a better experience since the system doesn't have to work as hard and create more chlorine on demand when needed (after storms, heavy use, etc...)
