With the power output temporarily set to "Power Max," check the menu to ensure the voltage reads in the 20s, the current is non-zero, and the real-time salinity is also non-zero. The measured chlorine level is irrelevant to whether the system is producing chlorine or not. If you have warm, salinated water, no red lights, and appropriate voltage and current reaching the cell, then chlorine is being produced. Strictly speaking, a low or non-existent level of Free Chlorine tells you nothing more than that the pool's appetite, or demand, for chlorine is overwhelming the chlorine going into the pool.
