As you can see from the attached image, the water flows out of the valve in the direction that the handle "points." Consequently, to bypass the TJ-16, you will want the turn the handle perpendicular to the inlet pipe with the pointer in the direction of the bypass loop.
Check valves have not seemed necessary with DE finding its way in through a (partially) open valve. With an understanding of the correct valve orientation before you add DE, you shouldn't have a problem in the future.
