There's a little confusion here with respect to what is being measured and what is happening. The "generating output" is only a number from 0 to100 and is strictly the percentage (of maximum) rate of chlorine production the chlorinator is set at. The Salinity as displayed within the System Status menu is the current reading of how much salt it detects in the water and is reported in ppm, or parts per million.
So, apparently, your UL40 is measuring 4500 ppm of salinity while the pool store test reports 3350. Check another reading from the system status, specifically the eighth item, Cell Version, which should read F-15. The other step involves acid washing the salt cell to remove any scaling, particularly any associated with the sensors.
