I installed the GEN 15 and my salt content is reading about 4200 ppm when the pool water was confirmed at 3300ppm

Does it take time for the salt levels to stabilize? It has been running for approximately 15 hours. My water was sampled and confirmed at 3300 ppm from the pool supply store. The deviation of 900 PPM or about 30% higher seems excessive. A recommendations on what I can do to get this salt reading correctly?

It is quite possible within that timeframe - 15 hours - that you don't have complete circulation or dissolution of the salt, and you should allow a full 24 hours of circulation time. In addition, it's always advisable to employ a third testing method or location to confirm or support your concern about the discrepancy. Two other factors should be verified, the first being whether the control module is set to or is reading the correct cell type (aka version), eg. if you have replaced a T-9 cell with a T-15. The last consideration is whether your system's salinity readings were previously re-calibrated (if you have a model that allows it).
