With certainty that the cell is clean and the salinity correct, as you seem to have, I'm afraid that you are in need of a new cell. Note that if your budget allows and you don't already have the largest cell size, the incremental cost of the upgrade in comparatively inexpensive for what amounts to a decidedly longer cell life and capacity to chlorinate harder and faster if you have the need at any time.
