The unit in brand new and Leslie's reports perfect chemistry currently and salt reading is 3500....the universal 25 shows 3000. How do we get the numbers to match?

You don't try to get the numbers to match. Any test or measurement method is going to have a several hundred PPM uncertainty level. If you're seeing larger or chronic mismatches or if you have warning lights interfering with the system generating chlorine, that's another matter. Even then, the first thing to do is get numbers via a different tester.
