Increased pH level do directly and significantly contribute to mineral scaling. This is because pH is one of the primary factor's in your pool water's Saturation Index level (LSI). If you have a positive LSI, you can get excessive and frequent scaling. To balance your LSI, use tools such as the Orenda LSI calculator. A balanced LSI can ensure that your salt cell does not need frequent cleaning.
An important distinction to make is that the TOTALBalance system lowers the ph. While it is related to the situation, and will likely play a role in your solution by setting it so that the pH it maintains is consistently at a good target level that is maintaining a balanced LSI, it is not likely causing mineral scaling in the cell, nor would moving where it infuses CO2 be a good idea. The system infuses the CO2 in the pump so that the gas fully gets absorbed and you generate the maximum amount of carbonic acid (instead of losing CO2 via unabsorbed bubbles if the system were to be connected to the plumbing elsewhere).
