You can test and confirm the flow switch's operation with the following process. You would do this by manually triggering the flow switch to see if its no flow light goes out or not; this can be done in the following two ways.
If you are able to power just the salt chlorinator, you can unscrew the flow switch from its housing, hold the switch together with your fingers, then power the system on and continue to hold the flow switch together; alternatively, if your can't power just the salt system, then with the pool equipment off unscrew the flow switch and then bind it together temporarily with something like a rubber band, xxxx it back into the flow switch housing, turn the equipment on.
Going either way, once the salt system is on and the flow switch is being manually triggered, wait to see what happens on the controller. If the part is good, you may see the no flow light flash for a couple minutes and then eventually go out. If this does not happen, then the flow switch likely needs to be replaced. If the no flow light does go out when manually triggered, then it is an issue that happens to do with your flow in the pipes. For example, you mention the position of the flow switch in the plumbing; manuals will state that a flow switch can typically need up to 6-12" of straight pipe before the flow switch to prevent turbulent flow that may not trigger the flow switch correctly. Or for example, if the flow switch is not turned to face in the right direction within its housing so that water flow triggers it, that could be a similar type of issue.
