When in "Adaptive Flow" mode, GPM (Gallons Per Minute) flow is a setting you choose. When in standard mode, the GPM is the flow you achieve based on the motor RPM's you set. Either way, GPM is a function of the motor RPM's and the resistance your pool circulation system provides (which changes). In Adaptive Flow mode, the RPM's will automatically change to overcome any increased resistance in the pool circulation system; alternatively in standard mode GPM's will fluctuate as the motor RPM's stay the same but resistance changes in the pool circulation system.
Please note that every time the pump starts, it enters its priming mode, in which it is normal (and typically beneficial) for the pump to ramp up to high speed operation for a time. If you wish to change this, it is separate from the pump schedule programming, and found in the settings menu.
Additionally, check for possible system restrictions or improper priming that may affect performance. Ensure that you have recorded your filter's baseline "clean filter" pressure and clean the filter when it is 5-10 PSI over. Check that there are not restrictions in valve orientation, pump or skimmer basket debris, etc...
