The E-09 error indicates a motor overload, which can occur if the pump is experiencing excessive load or restrictiveness in the plumbing system. Since it operates at lower speeds but not at higher ones, check for things like blockages / cleaning being required in the filter or pump or skimmer baskets / or incorrectly or excessively closed valves. The pump's rotating assembly may be blocked, which may required disassembly to clear. If damage has occurred to the impeller / mechanical seal / bearings, such as what can occur if a pump runs dry, this can also make it more difficult for the rotating assembly to operate.
