On the CircuPool CORE CONTROL 35, the threaded collar at the top of the cell is what secures the cell to the clear housing. Once that collar has been removed, the cell is held in place only by the seal (the friction of its O-ring pressing between the cell and the cell housing).
First, turn off all pool equipment, disconnect power to the system, unplug the cell cable from the control module, and relieve any system pressure. Then grasp the plastic cell head/body (not the cable) and gently twist/wiggle the cell while pulling it straight upward. Tools are typically not recommended or needed.
In less typical situations, a brief suction-like resistance can occur if the plumbing is sealed by closed valves, winter plugs, or trapped pressure. Make sure the filter air-relief is open and the cell plumbing is not isolated before trying again. However, if the cell remains stuck, the usual cause is simply the O-ring adhering to the clear housing or mineral buildup around the seal. Once removed, inspect and clean the O-ring and sealing surface.
