When a salt system reads lower salt levels, it typically means you are near or at the point where there is enough mineral scaling inside the cell that it is inhibiting the flow of power through the cell - that makes it look just like a low salt level to the system. Simply clean it with the acid solution as described in the manual. If you cleaned it recently, there may still be excess scale or debris that requires further cleaning - a cell may need to be cleaned 3-4 times in a row with heavy build up. Once all scale and debris is removed, a salt system will be able to measure the salinity more accurately.
If you find that it needs cleaning more than once a month and/or back-to-back cleanings, that’s a sign that your water chemistry has a high LSI (Langelier Saturation Index), which you can fix. I’ve attached some information about that as well.
