That is the way it works: the CircuPool® RJ-60 PLUS Salt Chlorine Generator runs on a duty cycle, so when it is actively generating, it is generating the full amount of chlorination, and if set at a level under 100% output, there will be periods of inactivity as the system will be in a rest portion of its duty cycle.
When sized right it should not have to be set at 100% all the time, which means its will be in the rest portion of its duty cycle and not generating. The less it is generating, the less wear and tear it gets which would help maximize its lifespan.
