7 month old system and no chlorine CircuPool RJ-PLUS Series Salt Chlorine Generators - Owner Resources RJ PLUS Series

My RJ-45 is not generating any chlorine. Unit says salinity is 0 and voltage is 12.7 and current is also 0. I had my salinity tested and it is 3460. I removed the cell and cleaned it with 20% muriatic acid and reinstalled it. After three hours those numbers are still there and there seems to still be no chlorine. It is looks to me like I have a cell that has gone bad as it is totally clear of any matter but still no current. What is my next step?

The system voltage should be 20-30V. When half of this amount is displayed (10-15V), this indicates that the control module is configured internally to accept 220V, but is only being supply 110V. The system will not be able to generate any chlorine until it is wired correctly. Please see pages 16-18 of the product manual (linked below) for more information about this.
