If there are any warning lights on the control module such as low salt, cell maintenance, or no flow, then the unit will not send power to the cell to make chlorine and there will be a 0.00 reading for amperage. If there are no warning lights then most likely the control module is in a rest cycle where it is not generating chlorine. Increasing the power level up to max will force the system into an active cycle and you should see amperage readings appear.
