Assuming that only the "good" lights are on and you have no red lights, if your system is struggling to build a good Free Chlorine level, the implication is that you have a water problem which has created an excessive chlorine demand.
Get a full spectrum water test, including phosphates, and particularly check that your pH is between 7.4 and 7.6, your CYA (Stabilizer) is between 30-50, and that phosphates are at or near zero. Note, CYA can only be lowered by partially draining and then refilling your pool so in the short term, just be sure that it is at no more than 70.
