I have a vs pump and heater but no automation. Do I need a separate flow valve with a Core?

Living in a northern state, as you do, correct sizing of a salt chlorinator is for a model rated for 1 1/2 time the pool size, or larger. At 18,000 gallons, the CircuPool CORE 35 Salt Chlorinator is completely up to the task of sanitizing your pool. Of course, for longer cell life and spare chlorination power, you could certainly opt for the CORE 55.
