With a CircuPool RJ PLUS Series Salt Chlorinator, it is normal for the flow light to flash initially for as much as, maybe, a minute when first turned on. If the light persists beyond that time, you should test the flow switch.
If the control module is able to power on without the pump running, then simply unscrew the flow switch and with the CM powered, squeeze the switch shut. If the light flickers or stays on, then you need a new flow switch.
If your control module only powers up with the pump operating, then remove the switch with the pump off and bind it in the closed position with a rubber band or twist tie, reinstall the switch, then power on the pump and chlorinator to test the switch - persistent flashing or a red No Flow light will mean you need a new switch.
