RJ 45 Cell Current 0 amps, Cell Voltage 29.6 V, the Generate light is continually flashing, Water Temp 66.5F, Salinity Now 0000PPM, but the Salinity Average is 3600. It's not generating Chlorine. What is wrong?

The flashing generate light suggests that your water is still a little to cool for the system to begin generating chlorine. As the water temperature comes up several degrees, you should see the generate light turn solid. If you are concerned about the Free Chlorine level, in the meantime, you can supplement with liquid chlorine.
