Having completed a single cleaning with the cell no longer bubbling and appearing clean, the acid solution may well have simply exhausted its capacity to continue cleaning, particularly if you used a cleaning stand. The salinity reading by your system also improved from a solid Low Salt light to one that is flashing. Lastly, although Taylor test kits are highly accurate and reliable, your reagents may have deteriorated by this point.
As a first step, obtain a separate salinity test to confirm whether the Taylor reading is correct or not. Next, acid wash the cell on more time and with a fresh acid solution in the cell, it will become clear whether the previous cell cleaning had stopped because it was sufficiently clean or because the solution had weakened to the point that it was non-reactive on the cell blades.
