The first thing to do is add salt and bring the salinity over 3,000 if you are certain that the existing salt is fully dissolved and after a pool store water test to see what they measure. Note, it's not that store tests are infallible, but it will confirm or bring into question your own measurements.
Do not worry that the Low Salt light does not come on at 2,999 ppm. The various systems that I am familiar with usually don't throw a Low Salt error until the low salinity has become critical and warrants the system shutting down chlorine production. We encourage targeting 3,500 to give a safe buffer from the salinity being too low or too high.
Do not reprogram the Control Module.
