The first thing to check is to see if there is good flow moving through the cell and no air gaps and check for any debris that has become stuck in between the plates, something may have gotten past the filter. Also, it isn't abnormal to possibly have calcium scaling already on the cell if the water balance is off in the pool. I would also check the salt level with a different method just to confirm it comes out to approximately the same as the first method, if your salt test was done at a pool store their calibration could be off and we see that quite a bit actually. We recommend using a reagent type test method, like a Taylor sodium chloride test that can be purchased on Amazon.
