The industry-wide, rule of thumb is that a saltwater chlorinator should be sized minimally at a manufacturer's rated capacity 1.5-2 times larger than the pool volume. So, if you are located across the southern or sunbelt states, you should select a system rated for 20,000 gallons while more temperate areas can get by with a 15,000 gallon rated capacity.
Having said that, oversizing from there is an excellent choice due to the comparatively low incremental cost of the extra capacity. The benefits include greater capacity to deal with periods of extra chlorine demand, but mostly you gain a longer cell life and lower average cost to sanitize your pool over the lifetime of the cell.
