HI SALT and CELL MAINT lights on CircuPool RJ-PLUS Series Salt Chlorine Generators - Owner Resources RJ PLUS Series

I have the Hi salt and the Cell maint lights on. I have cleaned the cell twice using the 4:1 method and waited until the fizzing was done. Ret the system and turned it back on. Both lights come back on after about 5 minutes. The system is only 21 months old, why would this be happening?
I checked and made sure that the water chemistry is where it needs to be. I have added chlorine to balance the water.
Please help me figure this out. Also the menu button is not working, I cannot see what cell version it is on.
