The unit is on and it says says cell connection and none of the buttons are responding and I have powered it off an CircuPool RJ-PLUS Series Salt Chlorine Generators - Owner Resources RJ PLUS Series

The unit is on but none of the buttons are responding and it says cell connection and I've paired it off twice and let it set over a minute in between power cycles but none of the buttons respond

Sometimes that happens after reconnecting the cell and it does not connect just right. I am attaching some instructions for you just to be sure it's connected properly. If this does not fix the issue please call our tech support team @ 888-206-9938 and have the serial number ready so we can set you up with the appropriate fix. The serial number will be on the right hand side of that control module.
