Hi, I've soaked for 15 minutes per instructions but still have a lot of buildup. Do I just rinse the solution off the cell and put it right back in the solution? What is the point of taking it out if I'm putting it right back in? Like why can't I just soak it until it stops fizzing? Just wondering.

If you can still see deposits and it is still fizzing - reacting - then rinse it to see if the hose water sweeps away the deposits, then return it to the solution.
If the fizzing stops or slows and you still have visible deposits, then rinse the cell and place it in a fresh solution.
Fizzing stops when the solution is weakened too much or there are no more deposits to react with the acid solution.
