28.5V, 0A, High Salt on CFCL V5.11-C w/CELL-15/89240001. Is UL-PCB0002 the likely fix or cell incompatibility?

I am looking for assistance diagnosing my CircuPool SI Series salt system before purchasing additional parts.
My control board is marked:
CFCL V5.11-C (2013.11.28)
The system starts normally and the Generating LED turns on.
At startup I typically see:
Cell voltage: 21–22 V
Cell current: approximately 4.4 A
The system begins generating normally. However, after approximately 3 to 5 minutes, the following occurs:
The Generating LED remains on.
I hear an internal relay click.
Cell voltage increases to approximately 28–29 V.
Cell current drops to 0.00 A.
The system displays High Salt and Check Cell.
I have verified the following:
Water flow is good.
There are no No Flow errors.
Salt level has been independently tested at approximately 3,500 ppm.
The filter is clean and operating normally.
All connectors and wiring have been inspected.
I am currently using a new aftermarket salt chlorination cell:
Model: CELL-15 / 89240001
Rated for pools up to 40,000 gallons
13.5 ft cable
During normal operation, the readings are approximately:
21–22 V
4.4 A
After the fault occurs, the readings are:
28–29 V
0.00 A
The Generating LED remains illuminated after the fault.
The aftermarket cell has successfully operated for several hours on two separate occasions.
Could you please advise:
Do these symptoms indicate a problem with the control board?
Is replacement control board UL-PCB0002 compatible with my controller marked CFCL V5.11-C?
Is model CELL-15 / 89240001 compatible with this CircuPool SI Series control box?
Are there any additional diagnostic tests you recommend before replacing the control board?
