On the CORE series salt chlorinators, the chlorine output lights will flash when the “set point” (what % chlorine output you have set) is different than what the current chlorine output level is. In your example, this means that it is set to the chlorine output of your 4th LED indicator (flashing), but its chlorine output is currently only at the level of its 2nd LED indicator (if 1st and 2nd are solid). This is normal behavior if you just changed the output, and the system should ramp up and eventually reach the 4th output level. This is also normal behavior if the COLD WATER warning light is on. This may also occur with other warning lights, so if the situation is not one of the normal scenarios listed above, the next step would be to troubleshoot if another warning light is illuminated.
