For swimming pools, muriatic acid is typically sold at concentrations between 14.5% and 31.45% hydrochloric acid. While the 31.45% concentration is typically what is most commonly used, either may be used to clean the cell. It is possible with either concentration that:
Additional solids are left inside of the cell that need to be dissolved. Best practices when cleaning a salt cell include looking through it between the plates to make sure no large solids obviously remain, as well as flushing it thoroughly after soaking it to help remove any deposits that might have softened without fully dissolving and still remain in place. It is possible with heavy build up that a cell may need to be cleaned multiple times in a row. If you want to be sure its fully cleaned, after soaking and rinsing it once, mix new cleaning solution and soak the cell again - if "fizzing" still occurs, then mineral solids remain that the previous cleaning solution didn't have enough strength to dissolve; continue to clean with fresh solution until the cell no longer fizzes when fresh solution soaks inside of it. Typically, a cell that needs more cleaning will trigger a warning light withing the first 1-5 minutes of reconnecting the system, but if it was close it could trigger soon after.
Excessive mineral scaling is forming at a faster than normal rate. How fast mineral scaling occurs is determined by the LSI (Saturation Index level) of the water. Despite other chemistry being in range, this can be imbalanced, and if severe enough it can cause a cell to need to be cleaned as fast as a day later.
