If the system's voltage reads 10-15V and this does not change, and no warning lights ever trigger, this indicates that the controller is only receiving 120V input power but the controller is configured to accept 240V input power.
Otherwise, if the system is getting correct input power, you should see the diagnostics display eventually show a voltage of about 20-30V, with the voltage slowly increasing over the course of a few minutes when the unit is first powered on. If the system is in a rest mode or if the system has a warning light triggered, its voltage will display on the high end of the range (and the amps will display 0); when the system is generating, the voltage will be on the low end of the range (and the amps will be above 0).
