To move forward at this point, be sure to perform a water chemistry test before making any further adjustments to the water. If the water does have over 7000ppm salinity in it, unfortunately that will have to be brought down into range.
To the question of the error light / reading on the unit, this can occur on a salt chlorinators for several reasons beyond the actual salinity of the water. If mineral scaling and solids inside the cell inhibits the flow of power through it, this can occur. You mentioned cleaning your cell, but double-check that it is thoroughly cleaned according to the instructions in the manual, multiple times in a row if necessary until when freshly-mixed cleaning solution soaks inside the cell there is no fizzing that occurs. Additionally, ensure there is not a pocket of air inside the cell. If portions of the titanium plates are exposed, this can increase resistance to the power going through the cell and trigger this alarm. Lastly, if the cell is old, and everything else checks out, then it may mean that the cell is depleted and needs replacement.
