If you see 0 salinity and 0 amps in the diagnostic menu, and there is no warning light, this would be the system being in the rest mode portion of its duty cycle (it generates on and off throughout the day at a frequency determined by the chlorine output setting, see page 11 of the manual).
If the system stops generating due to warning lights, you will see those numbers go to zero, and then you would check for the causes of the specific warning lights. Generally speaking, if the Cell Maintenance and/or Low Salt lights are on, the RJ system can trigger these for the following reasons: low salinity in the water, mineral scaling or debris in the cell, or air in the cell. Years down the road, a depleted cell would also be a possible reason.
If you have confirmed with a test kit that the salinity is in range, and the cell has been thoroughly cleaned according to the manual and no fizzing occurs when freshly-mixed cleaning solution is used to cover the entire inside of the cell (and looking through the cell also confirms there are no solids or debris between the titanium plates), then the next step would be to troubleshoot air inside of the cell.
A quick check would be - does the issue occur regularly, such as on a daily basis? If so, if you turn the unit off and on, does it resume operation with no error lights triggering within a few minutes of being restarted? This would be a common scenario which confirms the equipment and salinity is good, and that during the day there is an issue allowing air to build up within the cell. This can occur for a number of reasons due to issues upstream from the salt cell. If a variable-speed pump is in use, run it on high speed for a day and confirm whether this prevents the issue from occurring; if so, one or more of the lower speed settings may be set too low and is allowing a pocket of air to form gradually, and the low speed RPM settings can be incrementally increased until the issue does not occur. If you have a flow meter or an adaptive flow pump which measures GPM flow rate, ensure that at least 20-30 GPM approximately is occurring during the lowest speed pump programming. Additionally, if any equipment is allowing air to enter the plumbing upstream, such a solar heating system or a component sucking air (bad seal, low water in the skimmer, etc...) this can be a factor.
An issue such as one of these is highly likely to be occurring, since an issue due to low salt or a dirty or depleted cell would trigger a warning light within the first couple minutes after the system starts.
