In its diagnostic menu, RJ models should typically see the voltage between 21.0 to 27.0 volts when generating, and otherwise it will display 16-31 volt (typically 28-31 volts when idle). Please note that voltage slowly builds when the system starts up or otherwise when chlorine generation begins. Importantly, if voltage stays at or below 15V, this typically indicates the unit is misconfigured so as to be set to accept 240V but is only receiving 120V. If your readings are within the 16-31 volt range, it indicates the system is functioning properly, assuming all other conditions are optimal. The cell current will be 0 amps when idle or if a warning light is triggered, or will often be 2.50 to 7.80 amps when generating. Note that it is normal to see 0 amps during normal rest cycles (see page 11 of the manual).
Put simply, if no warning lights are on and if your voltage is in the 16-31 volt range, then you can be confident that the unit is fully operational.
