Based on your description, if you are unable to turn it up past 50%, it is very likely that the "winter mode" button has been activated. If so, press the snowflake button, and you will see the output setting double, and then you should be able to select an output setting from 5-100%.
If however you are saying that the output setting happens to be literally stuck, and you can not use either the plus or minus button to change the setting, this would be atypical and indicate that those buttons on the keypad are damaged. In this case the keypad would likely need to be replaced (keypad replacement instructions). If you would like additional assistance, please feel free to reach out for support team.
The reset button is a built-in circuit breaker and would only be used to reset its power protection mechanism if it tripped to protect the unit from a power surge or something similar.
