Greetings, what you are describing is not how the system works. The cell amps reading is not a percentage; you will see cell amps be positive or negative, and the exact number will vary but it does not go up or down according to the chlorine output % setting (this controls its duty cycle, or how long it generates chlorine for on and off throughout the day).
What you describe then is normal behavior and positive confirmation of its chlorine generation. It always monitors its ability to pass power through the cell, and if it is not able to achieve this normally it triggers an error. With no error displayed, and with positive confirmation of power passing through the cell, this means that the full and normal amount of chlorine is being generated.
This however does not necessarily equate to residual free chlorine in the pool; it is possible to have a fully functional chlorine generator if more chlorine is being consumed within the pool water than is being generated. It is important to understand that when you measure chlorine in the pool, you are only able to detect the leftover, unneeded amount of chlorine in the water – which is a few steps removed from the system. The system may be generating the full and normal amount of chlorine and the chlorine demand of the water is causing there to be no extra residual chlorine. In that case, there are a number of possibilities. It could simply mean that the system is not being run at a high enough output or for long enough during the day to meet the current demands of the season. At the same time, it can indicate that there is a water balance issue to fix, and pages 2-3 of the low chlorine troubleshooting guide will give more helpful information about that (these can be common issues, and unfortunately, many places that test chemical levels don’t fully assist with this).
If however the system does detect an error when trying to generate chlorine and you do get a warning light, start by following the instructions for that error in the system's troubleshooting guides.
