Salt chlorinators typically need at least 20-30 GPM, but also depends on other factors that are unique to your pool like pipe diameter and equipment configuration. They just need to have enough water moving so that 1) the flow switch gets triggered, and 2) the water flow is able to prevent any air or gas pockets from forming. It is very easy to check that this is working, and is not commonly an issue.
