Actually, that black jumper has absolutely no use on this system, so feel free to repurpose it or scrap it as you choose.
What is the jumper for on an SJA chlorinator? CircuPool SJ-A Series Salt Chlorine Generators - Owner Resources SJ Series
There is a black jumper in the bag of parts but I see no mention of it in the install instructions.
