You've just listed all the reasons to believe your chlorinator is working with the green lights all indicating that the blades are receiving current in appropriately salty water, with good water flow at an appropriate temperature.
You haven't, however, enumerated your water chemistry levels indicating that nothing about the water is impeding the chlorine from doing its work. Similarly, you've made no mention of any battles with green water or green pool surfaces.
So, the logical step is to share your current water chemistry with us - actual numbers not an assurance that they are "in range." Include phosphate levels and relate to us any recent occurrence of green water/surfaces and how you treated it. This way, we can either pinpoint why you have no Free Chlorine or, if called for, arrange to test the chlorinator.
