Depending on your flow, a small bubble may sometimes be visible in the clear cell housing, but the electrolytic cell and its internal metallic sensor components should remain fully submerged while the system is operating.
If an air pocket exposes any portion of the titanium cell plates or other internal metal, troubleshoot the circulation/plumbing to ensure the cell housing stays completely flooded. Exposed plates reduce the conductive area available for chlorine generation and can contribute to inaccurate salinity readings, reduced production, or premature warnings.
Additionally, on an SJ system, if the metallic sensor tab above the cell plates is exposed, it can detect that water is not present, trigger a No Flow warning, and stop chlorine generation as intended.
Check for inadequate flow, a dirty filter or pump basket, a suction-side air leak, low pool water, valve restrictions, or plumbing orientation that allows air to collect in the cell housing.
