The buildup of gas in the cell container while running on low speed typically indicates inadequate flow through the cell, causing trapping of gas bubbles. Salt chlorinators typically need at least about 20-30 GPM of flow. The RPM's that a pump is set to run at do not necessarily translate to a particular flow rate, since this is determined by the unique combination of the pump's horsepower, pool plumbing size, the height difference between pool and various pool system components, the number of elbows and complexity of the plumbing, and other hydraulic factors. So if too little flow is being provided, the next step would be to adjust the pump's RPM settings on the low speed where the issue is occurring. You would also want to check for other factors which might be contributing to reduced flow such as a dirty / clogged filter, debris in the pump strainer basket, debris in skimmers, position of pool system plumbing valves, and more.
