CORE models will show 'No Flow' for one of two reasons. 1) the flow switch is not being triggered by water flow, or 2) the sensor at the top of the cell is exposed to air. Confirm that you can see the flow switch being moved to the side when the water flows. Confirm that you are getting sufficient water flow to void the cell of any pockets of air or bubbles. If using a variable speed pump on a low RPM setting, incrementally raise the RPM until the issue does not occur (you may want to start on high flow first, to clear any air, then go back and try lower RPM's that will not allow a pocket of air to form. Check for pump prime, check for blockages in skimmer or strainer baskets, and ensure valves are open.
